Appauling case of animal cruelty in Laois.
The Laois Branch of the ISPCA says animal cruelty is at an all time high in the county.
Its comes as the society recently found an emaciated female German Shepard dog found lying on the Ballymorris Road in Portarlington.
The dog who was too weak to stand and was taken to the Laois pound where it's believed to be making a good recovery.
Inspector with Laois ISPCA Brendan Hughes says its the worst case he's ever seen and he's determined to track down the owner.
